Rain Storm, San Diego State of Emergency, State Route 78 Flooding

Another winter storm is hitting San Diego today, brining constant rain. Experts advise making sure you have your emergency lights ready, your vehicle gassed up and your mobile devices charged. Governor Gavin Newsom has proclaimed a state of emergency for eight counties in Southern California, including San Diego.
