Filipinas, 2010.Num dia de Verão como qualquer outro, um autocarro de turistas de Hong Kong é sequestrado em plena cidade de Manila. A polícia corre ao local, na esperança de resgatar os reféns. No entanto, tudo se complica quando a identidade do sequestrador é revelada: trata-se de Rolando Mendoza, um ex-polícia despedido injustamente que exige a sua reintegração. O que se segue são dez horas de cortar a respiração, incluindo negociações falhadas e muitos mal entendidos que culminam num tiroteio sanguinário. Mas as terríveis consequências do sequestro não ficam por aí. A autoridades de Hong Kong exigem explicações às Filipinas, a corrupta polícia de Manila desdobra-se em desculpas e bodes expiatórios, e o que começou como uma acção desesperada de um ex-polícia transforma-se numa crise diplomática entre dois países.
