The film centers on the duo who, finding themselves on the same case, work as partners to catch a cunning and deadly Georgian drug kingpin, Viktor Rostavili (Ed O'Ross), who killed Danko's previous partner. Most of the scenes set in the Soviet Union were actually shot in Hungary. Schwarzenegger was paid $8 million for his role in the film.
