Professor Stephane Beaulac (University of Montreal) and Dr Frédéric Bérard (University of Montreal). Professor Beaulac is an alumnus of Darwin College (PhD) and is an expert on public international law and constitutional law. He has recently produced a monograph on the Scottish independence referendum. Dr Bérard is co-director of the National Observatory on Language Rights and a lecturer at the Faculty of Law at the Université de Montréal.
