In this paper, Madison starts off defining the rules and standard for the House of Representatives.  He illustrates that the Representatives shall be reliant and dependent on the people themselves.  He also defends the provision of biennial elections (two year terms) and cites many examples to support his argument including the British Parliament, Irish Parliament, and the local government's of the British Colonies before the revolution.
