Iran and Oman are working on a plan for commercial shipping through the Strait of Hormuz. Washington has opened a rare direct channel to Hamas. Explosive drones have targeted senior Kurdish leaders in Iraq. Meanwhile, regional governments are beginning to plan around the possibility that disruption at Hormuz could become a permanent strategic problem. Today's Restricted Handling Daily Intel Brief begins in the Strait of Hormuz. Iran says it is finalizing a joint statement with Oman that would establish designated lanes for commercial vessels, with ships entering on the Iranian side and exiting near Oman. Tehran also says it is not currently planning to impose temporary tolls. A lane arrangement could reduce confusion for individual ships, but commercial traffic remains severely restricted. Only a handful of commodity vessels have recently passed through a waterway that handled roughly one-fifth of the world's oil and liquefied natural gas trade before the war. Oil prices, insurance rates, shipping schedules, and global supply chains remain exposed to every diplomatic setback. The broader political deadline has also expired. The 60-day period attached to the US-Iran memorandum ended without a final agreement. Pakistani and Qatari contacts continue, and European governments have offered to help, but Tehran says the problem is Washington's demands rather than a shortage of mediators. Reports of a separate backchannel between the United States and Iran's Islamic Revolutionary Guard Corps were dismissed by Tehran as fabricated. The public evidence does not reveal whether such contacts exist or whether different Iranian institutions are conducting compartmented negotiations. Jared Kushner met senior Hamas leader Khalil al-Hayya in Cairo before meeting Israeli Prime Minister Benjamin Netanyahu in Jerusalem. Washington is trying to advance a 15-point roadmap connecting Hamas disarmament, Israeli withdrawal, humanitarian access, Palestinian governance, and reconstruction. The central problem is sequencing. Hamas links disarmament to Israeli withdrawal and ceasefire compliance. Netanyahu wants Hamas and other armed groups fully disarmed before Israeli forces leave. Direct contact can clarify positions and reduce the chance that messages are distorted, but access alone cannot resolve the underlying dispute. Iraqi Kurdistan is now facing a separate escalation risk. Two explosive drones targeted the private office of Kurdistan Regional Government Prime Minister Masrour Barzani and the home of the region's security chief. Kurdish authorities say the drones were launched from Iranian territory. No casualties were reported, and the public evidence does not establish who ordered the operation. The target selection makes the attack especially serious. Another strike, a senior casualty, or evidence of Iranian command involvement could trigger retaliation, demands for stronger air defenses, or calls for new security guarantees as American forces continue withdrawing from northern Iraq. Iraq is also considering a new crude pipeline through Syria that could eventually bypass Hormuz. The project would take years and cost billions of dollars, but it shows how regional governments are beginning to treat dependence on the strait as a structural vulnerability.
