"Rolling Coal" Now A Traffic Infraction, Fine-able Offense

"Rolling coal" is when modified diesel engines spew clouds of smoke into the air on demand. A new law recognizes that "rolling coal" can obstruct the road and create a safety hazard. Coal rollers may be fined up to $100 for each offense as of last week.
