Romans 7 - Who Is This Man?

There's much debate over Romans 7 and its contents and how it seems so oddly placed between chapters 6 and 8?  Some claim this is the Christian experience of life and the battle of sin.  Others say it's a description of a man under the law and enslaved to sin therefore not the Christian experience at all.
