He reviews the engineering analysis process using ASCE on a state-by- state basis to provide a grade of the overall condition of each states’ infrastructure. There are often assumptions due to lack of sharing of local data by municipalities which is creating a disconnect between what is being reported and the actual “state of affairs” and what can be done to correct this so that those responsible for the maintenance and operation of municipal infrastructure, in particular wastewater utilities, can obtain the funding that they need based upon accurate need versus assumed need assessments.
