Sharawi notes that the U.S. appears to be losing diplomatic leverage by removing sanctions without obtaining counterterrorism concessions or progress in neutralizing ISIS. The new Syrian administration is successfully playing major powers against each other to maintain domestic stability and maximize international benefits. (7)
