The South African Local Government Association (Salga) in KZN is calling for a review in municipal funding models. Currently urban municipalities with good revenue base (collection) get more funding (in the form of equitable share and infrastructure grants) from the National Treasury compared to rural municipalities who cannot collect rates. This according to rural municipalities exacerbates a gap between urban and rural communities and also makes it difficult for rural municipalities to deal with backlog in the provision of service delivery. We spoke to Sabelo Gwala, Salga's provincial executive officer in KZN.
