The city of San Diego is expanding its two makeshift campgrounds for people experiencing homelessness, and it comes as the number of indoor shelter beds is shrinking. In other news, in San Diego life-saving medicines like Naloxone have helped reduce the number of fentanyl overdoses, but Mexico’s restrictive drug policies make Naloxone almost impossible to get in Tijuana.
