Now, the real reckoning began: counting the dead, caring for the wounded, and rebuilding something from the ruins.The response unfolded in chaos and scarcity. Federal troops enforced order where they could, while firefighters and volunteers formed rescue parties in the few passable streets. Hospitals overflowed.
