This is the week of May 14 and the city of Santa Barbara is talking budget, including a proposal for a half-cent sales tax on the Nov. ballot to raise $15.6 million, along with a proposal to raise parking fees to generate another $3.1 million, all while facing a lawsuit from Disney and Hulu over a video utility users tax and streaming services.
