A PEC – de autoria do presidente do Senado, Rodrigo Pacheco (PSD-MG) – incorpora à Constituição artigo que considera crime tanto a posse como o porte de drogas, e em qualquer quantidade. Caberá ao policial, segundo emenda de autoria de Rogério Marinho (PL-RN), distinguir entre usuário e traficante. Na primeira votação, ontem, foram 53 a favor e 9 contra. Na segunda, 52 a 9. O texto vai agora à Câmara dos Deputados.
