As the United States prepares to celebrate its 250th anniversary, Democratic Sen. Mark Kelly of Arizona and Republican Sen. Todd Young of Indiana are arguing that America's political system needs more cooperation across party lines and more willingness by elected officials to make difficult decisions that may not be politically popular.   Police say a Walnut Creek teenager turned California's public sex-offender registry into what investigators describe as a personal target list, confronting and allegedly shooting BB pellets at people he believed were listed there.
