Experts say progress is being made combatting the South Bay sewage crisis, as a number of crucial repairs have been made to the South Bay International Wastewater Treatment Plant. The City of San Diego says it is considering expanding paid parking hours in busy areas like Pacific Beach, Downtown and Old Town.
