It is a way of fighting terrorism and money laundering though. A lot of the conspiracy people think it's something else. Anyway, the CTA is your final step.

Network flows must be managed reliably under uncertain demands, uncertain supply, emerging network technologies and possible failures and, further, prices in related markets can be highly volatile.
