In which the Watcher-by-Night receives counsel from the old chamberlain Billali about the divided and perilous tribes inhabiting the ruins of a once-great city, and contemplates the mysterious and sorrowful woman known as She-who-commands whilst preparing to lead a vastly outnumbered and uncultured army into battle. As the ghostly splendour of the ancient city stirs his imagination, strategic plans are made and a brave scout ventures forth into the mist to discern the enemy's position before the coming fight.
