The Affordable Care Act, nicknamed Obamacare, has stumbled in its early implementation, but HKS Adjunct Lecturer Sheila Burke says it's way too early to make final judgements. She discusses her recent paper that gives a blueprint for how we should evaluate the legislation, provides historical examples of early problems with other federal programs and explains some of the obstacles the program faces.
