On 18/11/16 Shelagh Fogarty echoed what most members of the public think. It's a deception sadly. We can blame the government, institutions, social workers and those involved in safeguarding repeating who repeat this mantra at every opportunity. None provide any evidence to support this claim, but everyone who utters it thinks 'it must be right.' Who was it who is alleged to have said 'repeat a lie often enough people will believe it?' Only 12.5% of child abuse is discovered in familial settings (Children's Comm) - and no one knows in institutional settings. IICSA is now tasked to look at this vitally important sector of the dysfunctional child protection framework. Government has played an important role in 'selling the falsity' that safeguarding in England is a world leader. In this pitch it is aided by others such as the NSPCC which places high value on its relationship with Government.
