美国总统拜登星期三(4月24日)签署国会参议院前一天通过的950亿美元外援方案，使之成为法律。法案将军援乌克兰和以色列，向加沙民众提供人道救济，并在台湾和印太地区抗衡中国。这一揽子计划还包括限期字节跳动剥离TikTok的条款。 拜登签署的外援方案也要求Tiktok的母公司字节跳动，出售其在美国的业务。有观察称，TikTok在美国发起了一场强大而罕见的政治攻势，包括发动用户向国会施压、在关键选区打广告、雇用公关公司游说，等等，但它在美国被剥离或是被禁用的命运可能已不可避免。
