Should government change South Africa's firearm laws before new research is released?

Government is considering major changes to South Africa's firearm laws, including proposals that could further restrict civilian ownership and remove self-defence as a recognised reason for owning a firearm. But should those decisions be made before new government-commissioned research into the country's firearm challenges is completed?
