This is exactly what the algorithm wants us to think the safeguard is...You see, people know about the Pact, they know what happens if they go against it, it’s either detention, being sent to the mines or worse being sent out to clean, that is the deterrent but nobody knew there was a safeguard to begin with, so we can’t count it as a deterrent measure. So let us find out what the safeguard is for, and why it is not a fail-safe. It is what decides whether anybody in Silo 18 was ever going to live.
