Madeline Garlick is a Guest Researcher and PhD candidate at the Centre for Migration Law at Radboud University, Nijmegen, the Netherlands. She is also an International Migration Initiative (IMI) Fellow with the Open Society Foundations, working in 2014 on an asylum project with Migration Policy Institute Europe. She was previously Head of the Policy and Legal Support Unit in the Bureau for Europe of the Office of the United Nations High Commissioner for Refugees (UNHCR), and responsible for UNHCR’s liaison to the EU institutions from 2004-2013. She served with the United Nations Peacekeeping Force in Cyprus (UNFICYP), as a member of the Secretary-General’s Good Offices negotiating team on Cyprus, from 1999-2004. She worked from 1996-1999 in Bosnia and Herzegovina, for the Commission for Real Property Claims of Displaced Persons and Refugees and for the Office of the High Representative. She has also worked for Justice, the British Chapter of the International Commission of Jurists, on asylum issues She is qualified as a barrister and solicitor in Victoria, Australia.
