But HM Treasury's spending limits on Health Education England meant training places were capped far below the level needed to fill vacant posts across West Midlands hospitals. The people existed. The training capacity existed. The wards desperately needed staff. What was missing was a central government willing to fund the places that would put qualified nurses where they're needed most.
