Idea: To use SpaceX rockets to quickly transport elite rescue teams who specialize in a particular type of disaster (fire, earthquake, riot, etc.) to anywhere in the world to rescue people. They'd parachute out of the rocket to get to the disaster, and when finished, they'd take a normal commercial airplane flight to get back.
