Speaking God's Language I Cor 14:1-25

The Bible tells us to excel in the gifts but to make sure that we exercise the gifts that will edified or built up the church. Why does Paul say in these verses that it is better to prophesy then it is to speak in tongues in a service? Was Paul against tongues? Did he want the Corinthians not use tongues at all in a service?
