Over time the church sold such items as a way to make money and keep unauthorized magic craft at bay. However, in recent times, governments have shown interest in using these devices not only for prosthetics and the public good, but to bring magic into warfare. Something the church in previous eras had jurisdiction over. Now instead of petitioning the church for a few paladins to pad your army, you can hire a few artificers to craft magic weapons for the front line.
