ST Classic - Commandment or Culture

As is our tradition, we're "re-gifting" or most listened to episode for the year to our listeners. There are a few verses in the Bible the seem to contain a command, yet most Christian congregations don't adhere to it. Why is this? Often times church leaders explain away the "command" as cultural appropriate for the first century, but not for our modern time. Is this right?
