State Sponsored Extremist Groups

We talk state sponsored extremist groups. What do the governments set up in order to demonize an entire movement against them? This has always worked in the past, however due to the free flow of information, they are now unable to do so. What narratives do they try to push? What are their targets, and why? Also, is China really seeing an outbreak, is it more fear, or is it something else? And, who has more viewers than the new CNN+ network? Pretty much everyone.
