In this paper, Madison defends the proposed constitution and debunks the arguments from his dissenters citing that the federal government will usurp their power.  Madison stresses that the existence of the federal government is reliant on the States and the people as their constituents.  Madison illustrates that because of this the States will retain more power and the loyalty of the people.
