Stock market chaos part II

Warren Buffett famously said, “it wise to be fearful when others are greedy and greedy when others are fearful.” Fear right now in the market is approaching 2008 levels. The CNN Fear and Greed index (shown below) is at a level of “extreme fear.” So how do you actually go about doing what Warren Buffett famously said?
