孫權時代之前的江東，是一片充滿了機遇與挑戰的土地。它擁有豐饒的自然資源和深厚的文化歷史，但同時也面臨著中央與地方、漢文化與土著文化、開發與保守之間的種種矛盾。漢初，南方地區湧現出如吳氏長沙國、南越國等割據勢力。它們的存在，既是中央權威尚未完全鞏固的證明，也客觀上推動了區域的開發與「漢化」進程。漢武帝的赫赫武功，一度將帝國的邊界向南拓展至今日越南北部，郡縣制度得到強化。但是江東的山林水澤之間，依然是「山越」等部族自由來去的天地，他們時而歸順，時而反抗，成為歷代地方官員的心腹之患。
