Militia were not formally uniformed as were U. S. soldiers nor were they necessarily armed by the federal government or state or territory when mustered for service. We do this by further examining the words of the amendment to understand what the words meant and the right secured as addressed in the Seminole Wars. Three levels of Federalism are involved. The right secures the Free State. Shall not be infringed means...shall not be infringed.
