In the end, the Obama administration spent $1 billion, according to the New York Times, on what the CIA called a train-and-equip program, trying to build a rebel army, code-named Timber Sycamore. It was one of the costliest covert action programs in the history of the CIA – and it failed dismally and was eventually shut down by Trump in 2017.
