For the record he is Black.   Legislative meetings: Highlights and lowlights?   Joel Ferry Replacement Sworn in: A Brigham City councilman is the newest member of the Utah House of Representatives, filling the seat recently vacated by the new head of the Department of Natural Resources. Tom Peterson was sworn in Wednesday after defeating three other Republican candidates in a special election the day before. Peterson replaces Joel Ferry, who stepped down last month after being tapped by the governor earlier in the summer to lead the DNR.
