Alcuni paesi europei vogliono riportare cittadini afghani in Afghanistan e, per farlo, hanno bisogno di accordi con i talebani. Due settimane prima, a Herat, i talebani avevano sparato ad altezza uomo contro una manifestazione. Gli abitanti della città erano scesi in strada per chiedere la liberazione di alcune donne arrestate per aver indossato un velo troppo poco coprente.
