The panel includes U.S. Rep. Rob Woodall, a fair-tax advocate; Becky Norton Dunlop, of the Heritage Foundation and a flat tax advocate; UVA Law professor George Yin, the former chief of staff of the U.S. Congress' Joint Committee on Taxation, one of the most influential tax positions in the country; and Scott Hodge, president of the Tax Foundation, who specializes in dynamic scoring.
