Justice Thomas delivered the opinion of the Court, in which Justices Roberts, Breyer, Alito, Kagan, Gorsuch, Kavanaugh, and Barrett joined. We are joined today by Vikrant P. Reddy, Senior Research Fellow at the Charles Koch Institute.
