In this paper, Madison addresses the issue on the amount of representation that is to be apportioned to each state, as being dependent on the population.  Madison also condemns slavery and the practice that the south was engaged in at this time.  He briefly explains the 3/5ths compromise and the north’s attempt to end the grotesque practice.
