Following a meeting of the Senate Finance Committee on Sunday, Senate Parliamentarian Elizabeth MacDonough advised that several measures in the “Big Beautiful Bill” fail the Byrd Rule and cannot be included in Republicans’ omnibus spending and taxation bill under budget reconciliation.
