Following the final attack by the Brabant Killers, the police investigation struggled to find any real progress. Suspects like Madani Bouhouche and Robert Beijer came and went, with only tentative ties to extremist groups being found. As the 1980s came to an end, trouble behind-the-scenes spelled trouble for investigators. Prosecutors were sent packing, parliamentary commissions were created and then concluded, and suspects continued to emerge. First came Phillipe de Staercke - a violent thug with a proclivity for violence - who had ties to a well-armed government official, named Jean Bultot.
