The Brexit Bill and a rejected amendment that could have clarified things for the Irish in Britain

Last Wednesday the so called Brexit Bill was passed in the House of Commons as part of the process of Britain withdrawing from the European Union. An amendment was put forward by the Labour Party as part of that bill that would have seen the rights of EU and Irish citizens currently living in Britain protected - however this was rejected.But what those that even mean?
