The Lords Economic Affairs Committee has issued a report casting doubt on the government's energy policy, but other organisations have cast severe doubt on the Lords' report. Meanwhile, they say that the road to hell is paved with good intentions - or could it be paved with solar panels? Different experiences from France and from the USA.
