Small carriers are feeling a "brutal" cash flow crisis, illustrated by the Chapter 11 bankruptcy filing of H5 Transport, which relied heavily on factoring to make weekly payroll. Union Pacific's proposed merger with Norfolk Southern is still on, aimed at achieving $1 billion in annual cost savings.
