It's only the third State Dinner hosted since President Biden took office. Why is India getting the royal treatment?2)CAATSA --An American Failure?: The 'Countering America's Adversaries Through Sanctions Act' (CAATSA) was signed into law by President Trump on Aug 2, 2017. It was designed to restrict trade with Russia, North Korea and Iran  in military equipment and sensitive technology which might be used for military purposes. It applied secondary sanctions on countries who bought military equipment from these American adversaries.
