The document was a Non-Prosecution Agreement, a type of agreement used to resolve cases without a trial. But this NPA in particular was handled outside of the normal public process. It was not filed in open court, and there was no public acknowledgement that it existed when it was signed.The individuals whose testimony had formed the basis of the federal case were not notified.
