Today’s meeting between Viktor Orbán and Mateusz Morawiecki is the latest event in a long-brewing standoff over the EU’s Multi-annual financial framework and the COVID-19 Recovery Fund. While the European Parliament and nearly all member states agree on the overall size as well as the rule of law mechanism, Budapest and Warsaw continue to hold onto their budget veto.
