The EU plans to 'blacklist' of corrupt individuals worldwide

The European Union has unveiled proposals to crack down on corruption in the bloc. These plans include a plan for a "blacklist" to punish non-European Union individuals accused of corruption worldwide. The European Commission proposed that individuals and entities who committed "serious acts of corruption" would see their assets frozen in the EU and be banned from the bloc. As it stands, the plans will still need to be approved by the EU's 27 member states. Who will be Jury and judge as to who is corrupt? What do these acts of corruption include?
